Community Housing Cymru is a private company limited by guarantee, with no share capital. The National Council is effectively the Board of Directors and is elected by the organisation's membership. Its purpose is to manage the business affairs of Community Housing Cymru. It has eighteen members and 4 co-opted members elected by members of Communtiy Housing Cymru and elects on an annual basis a Chairperson, Deputy Chairperson and Treasurer (who comprise the National Council’s Honorary Officers). The operation of Community Housing Cymru is governed by its’ Memorandum and Articles of Association (copies of which are available from Community Housing Cymru's office in Cardiff).

The corporate responsibility of National Council is to:

• Determine policy objectives for Community Housing Cymru and strategies to achieve them
• Maintain overall financial control of Community Housing Cymru by setting a framework for its financial and business management standards
• Establish a framework of delegation
• Establish standards of conduct for Community Housing Cymru members
• Ensure Community Housing Cymru operates to the highest standards in all areas of its work
• Ensure Community Housing Cymru’s activities are conducted lawfully and in accordance with the generally accepted standards of performance and propriety.
